HB 2308 Independent Internal Auditor Legislation to House of Delegates Subcommittee February 4th
Hello,
Several Arlington residents contacted their Delegates in the General Assembly and asked for information about the status of the legislation that would allow the County Board to appoint an Independent Internal Auditor.
The legislation has been assigned to a subcommittee of the Committee on Counties, Cities and Towns and will be taken up by the subcommittee at 7:30 AM on Wednesday, February 4th.
Here's the text of the Independent Internal Auditor legislation, introduced by Delegate Hope.
HB 2308 County manager plan of government; governing body (Arlington County) may appoint county auditor
SUMMARY AS INTRODUCED;
County manager plan of government; county auditor. Allows the governing body in a county with the county manager plan of government (Arlington County) to appoint a county auditor. The county auditor shall have the power to make performance reviews of operations of county agencies or county-funded programs to to ascertain that sums appropriated are expended for the purposes for which such appropriations were made and to evaluate the effectiveness of these agencies and programs.
Please call your Delegate and Senator and ask them to support this legislation, including mandating that an independent internal auditor report directly to the Arlington County Board.

What does it say about the state of our state when counties have to ask permission of the state legislature to enact basic reforms?
Unclear from comments about this by the County Board at the CivFed meeting how this would work if approved by the General Assembly.
I attended the Civic Federation meeting last night and it's unclear who will report to whom at 2100 Clarendon Blvd.
Answer from Mary Hynes about why the County maintains a $600 million slush fund was unacceptable. Especially when the banks where the money is deposited lend our tax revenue out short-term at high rates of interest.
Earth to County Board: We badly need an independent internal auditor, not an auditor charade.
People, we are paying for school buses (many school buses) that are dropping off and picking up 2 students. We are paying $90,000 to hire teachers with two advanced degrees to teach 3rd Grade arithmetic. At least 400 students whose parents are not legal residents of Arlington County have their kids enrolled in Arlington schools. And on it goes....
I agree that the waste and mismanagement in APS could fund the school systems in two small counties downstate.
Why the discussion by the County Board over who the auditor reports to?

Yupette, please do a feature on the massive waste of tax dollars caused by the gross under-utilization of APS's school buses by parents.
Time to elect two more Independents to the County Board...to dismantle the corporate welfare, welfare for the wealthy, ans welfare for non-profits welfare state.

House of Delegates will vote on HB 2308 next week.
Why can't a wooden board be placed over the steel seats in the $1 million bus shelter so people can sit while they're waiting for a bus in winter?

Never mind an auditor. FBI should cart away the contents of the County Managers office suite for a forensic audit.

Favola was part of it when she was there on the county board. She is just as corrupt as anybody there now.
