Millions Wasted on "Neighborhood Traffic Calming" in Arlington?

According to a recent review by DES, millions of dollars of physical barrier traffic calming (e.g., speed tables) was installed on Arlington streets without first evaluating neighborhood traffic control (speed limit and stop) signs.
