Latest arrest is of the Acting Mayor of Montreal, Michael Applebaum, a Smart Growth real estate developer. It appears the corruption is so pervasive in the Greater Montreal Smart Growth real estate and development sectors that concerned citizens are asking the Province of Quebec to take over Montreal's city council.

Now c'mon. Just because the CB used closeout funds from FY 12 to bail out the Signature while delaying street paving until the start of FY 14 because of 'fiscal constraints' doesn't make Arlington another Montreal.
Quebec scandals all appear to involve Smart Growth or big public infrastructure projects.

Difference between Quebec and Arlington is that federal and state law enforcement inside the Beltway tolerate pay to play payoffs until pay to play gets completely outrageous, e.g., D.C. City Council.

Smart Growth 401 - Advanced Pay to Play Practicum, 6 credits
This is an international exchange program for elected Smart Growth facilitators focused on advanced pay to play techniques. Elected officials from jurisdictions with mature Smart Growth redevelopment organizations will visit countries where Smart Growth redevelopment is commencing to present an overview of advanced pay to play techniques. This will be followed by exchange visits to mature Smart Growth jurisdictions for consultations with planners, developers, law firms, and local political facilitators to determine the best techniques for implementing pay to play in areas under consideration for redevelopment.
