Parents Report Non-Residents Attending Arlington Public Schools 'Out of Control'


Hello, Yupette,

Worried about SUVs running Stop signs near Arlington's public schools? Ever wonder where the SUVs are coming from? Lots of them are driven by a parent who lives outside the County, typically a County employee whose family moved out of Arlington years ago and is keeping its kid(s) enrolled in one of Arlington's excellent schools until the kid or kids graduate.

It was one thing when 400 families were doing this. Number of families now using some address in Arlington to enroll their kids in our school system is at least 600 and increasing. These are not refugee families from Central America, they are families who are economic refugees from Arlington's Smart Growth gentrification. Do the math $20,000 x 600 = $12 million per year.

Oh, APS, Arlington Education Association, PTAs, Arlington Democratic Party, and parents know all about this illegal abuse but no parent will say anything for fear of reprisals. The Democratic Party that controls the Arlington Public Schools has been using this as patronage for decades.

You can be assured that I will not vote for any Democrat on November 3rd.

APS doesn't care. If you do the math 600 / 24,000 = 2.5%. Or stated another way, 600 X $20,000 = $12 million or about 2.5% of APS's budget.

Yes, APS doesn't care. APS allowed at least 400 refugee students from Central America to enroll just over a year ago with no questions asked.

Plus in other situations where the kids live outside the County with one divorced, separated, etc. parent and the other parent lives in Arlington it's OK with APS to enroll the kids in Arlington schools.

I received several estimates from fed-up APS Staff. This is an APS policy that's been in force for decades.

It's one thing when County employees move out of the County and rent their condo to whomever and then deliver and pick up their kids to Arlington schools. It's another thing when parents forge lease and rental contracts for apartments where their relatives actually live.

It IS f------ out of control. My kid has to attend class in a crummy APS trailer classroom 'cause some yellow dog hacks SUV their kids into Arlington from PW County?

NO WAY !!

Put Audrey Clement on the County Board and all this s--- will cease.

Riddle me this Anonymous, how is it that 600 kids "typically a County employee whose family moved out of Arlington years ago and is keeping its kid(s) enrolled in one of Arlington's excellent schools until the kid or kids graduate" are being reported to you by other County employees without this gaining wider attention? To enroll a child in the Arlington public schools, proof of residency in Arlington is required. Your alleging a massive fraud on the County by its employees. Please provide some evidence.

I am a substitute teacher in Arlington. I have subbed at every school in the county. Just take a look at the cars with DC and Maryland tags dropping off and picking up their kids. Just saying.

My former next door neighbor did this for 10 years. His mother moved into the family's condo after he and his wife bought a nice big home in PW and dropped off and picked up their kid at Swanson and W-L on the way to and from work at 2100 Clarendon Blvd. He recently retired and his son graduated from W-L a couple years ago. He said keeping his kid enrolled in Arlington schools was a "fringe benefit".

Also take a look at the personal property tax sticker (or the lack of a personal property tax sticker, Fairfax and PW Counties don't use them anymore) for vehicles with Virginia license plates.

I did a VA White Pages lookup of some of PTA parent activists at my kid's elementary school and was surprised to find that several had multiple addresses in Northern VA.

Do you think the school system administrators who repeatedly lied to Williamsburg, Ashlawn, and Abingdon neighbors about school construction issues even care?

You do know that since it's nearly impossible for teachers and other staff at APS schools to actually live here in New Urbanist Arlington, that one of the "perks" of working here is that their kids get to go to school here. And they can go to any school. I know a teacher who works at one school but her children attend a different schools, within the same pyramid. This is a standard recruiting tool and not unusual.

Anonymous, good news! APS must have heard you (8 months ago) because for the 2015-16 school year it did not accept any new applications for the non-resident employee tuition initiative (http://apsva.us/Page/29322). In fact for the last 5 years the initiative has been limited to: Abingdon, Barcroft, Hoffman-Boston, Jefferson and Guston Middle Schools, and Wakefield. But, it looks like the good times are over for County employees. Of course I'm sure you know that under this program transfers of Arlington residents have priority, acceptance is subject to yearly review and can be terminated, the employee must be full-time, schools that exceed capacity, have waiting lists, or exceed the 5% transfer cap are not available, no transferring of students to schools that are ineligible, no sibling preferences, and special admissions programs, i.e., preschool, Montessori, IB, Claremont and Key immersion, ATS and H-B Woodlawn, are not included. But, as bad as that is, if you really want to get this changed, you'll need to change State law which authorizes APS to do it. For those scofflaw non-residents cheating us, employees or otherwise, they can be prosecuted. VA Code 22.1-264.1. So, I think you should report to the Commonwealth's Attorney, (703) 228-4410, what you've told us here so they can follow-up with your sources and get this taken care of. I can't believe that Abingdon, Barcroft, Hoffman-Boston, Jefferson and Guston Middle Schools, and Wakefield, have 600 possible scofflaws but you've said they do.

Katie Cristol, Christian Dorsey, and Mike McMinamin all have a kid or kids enrolled in Arlington Public Schools. All three are aware of the scofflaw student scam, as are many other parents who put up with this rip off.

Entire Arlington Public School System has a lot more than 600 scofflaw parents. I live in Williamsburg and have seen them driving from McLean to drop off their kid or kids for years. Now it's happening at Discovery School.

I'm another parent who sees parents driving here from everywhere to drop of and pick up their kid or kids. Yes, this is a pervasive problem that WE Arlington taxpayers pay for.
