County to Implement Hybrid Dual Offices for Internal Audits

Hello,

According to a presentation at the County Board - County Manager FY 16 Budget Work Session on April 7th, the County will implement a hybrid dual office approach to internal audits beginning in July. The County Auditor will report to the County Board. The County Auditor's Office will be overseen by an Audit Committee composed of two County Board Members, the County Manager, Department of Management and Finance Director, and one member of the Fiscal Affairs Advisory Commission. The County Auditor will be focused on program and operational audits.

An Internal Audit Office will be established within the Department of Management and Finance and would be focused on internal control and core financial audits. The Staff would report to the DMF Director.

Both offices would have an annual workplan and would publish reports in line with the Institute of Internal Auditors best practice guidelines.

First thing Internal Auditor who reports to the County Board must audit is the $600 million reserve fund that the County Manager established years ago as one of the NY Rating Agency requirements for retaining a AAA bond rating. How much are these financial institutions where Arlington's tax receipts are deposited earning from paying Arlington 1% and lending our tax dollars out at 100% in countries like Brazil?

Economically, Arlington County is Dysfunction Junction thanks to AED, a bloated bureaucracy that couldn't turn the Artisphere around, much less attract real jobs to Arlington. What happens to Arlington when the Big RIF in the Pentagon happens? Guess by then the AED VIPs will all be retired to the beautiful Shenandoah Valley.

Look at the piece of $#!+ corporate welfare deal the CB made to build a butt ugly 200,000 sq ft office building on the Wendy's site in Courthouse, last CB Meeting.

When 8.8 million square feet of office space in Arlington are vacant? Duh.

Yeah, they were shocked. But what else is new? County's so-called 'Planning' is by non-residents for non-residents, and both view every Arlington neighborhood as another 'redevelopment opportunity'. Shilled by the County Board, Planning Division, Planning Commission, and "Community Leaders".

Because if the police enforced traffic laws they would have to deal with situations like a Yupster Mommy driving 40 mph in a 20 mph school zone and talking on a cell phone with little Madison not strapped into a child seat.
