What Does Barbara Donnellan Do in the County Manager's Office?

Hello, Yupette,

Does anyone know what Barbara Donnellan does in the County Manager's Office besides transfer money from basic infrastructure accounts to vanity projects accounts?

She also makes sure the guys who drive around aimlessly all day in white County pickup trucks don't spend too much time drinking coffee with police officers at 7-11s.

She is busy managing the County's Advanced Creative Finance Program so she can manage all the hand-outs to the REITs, NGOs, and non-profits, and also fund the County Board's vanity projects.

Donnellan is like the bankers in 2006 who kept lending homeowners more and more based on increased home equity.

Together with the County Board she interacts with the wealthy non-profits to ensure all their budget requirements are met.

She does creative financing to justify the County Board's dumb ideas, like moving the library from Walter Reed Drive to Arlington Mill.

If you look at the County's budget from year to year there is no improvement in the performance of rhe County's departments, so I would have to say that Barbara spends her time maintaining the status quo.

Barbara was really really adept at transferring funds from the basics to the high dollar vanity projects. Parks, Recreation, and Cultural Resources (e.g., Artisphere) was one area where she excelled.

She found more and more developer associations (e.g., CPRO, Rosslyn Renassaince, Clarendon Alliance) to fund using tax dollars. And then scheduled meetings and workshops with these toadies to prove the unanimity of community input.

She is more anti-middle class than the County Board. Raised the fees for rec. activities for families on tight budgets so she could fund the Artisphere.

Worst is yet to happen...major fee increases and cuts in services to fund the aquatic center, which will be run by and for the wealthy pool club elite.

Green Guy, there are Repigs who favor basic public infrastructure and oppose publicly funded vanity investments (like the trolley) that promote uneconomic luxury infill, and likewise oppose Federal earmarks that support the same. I had a good discussion with Mr. Reader on these issues a few years back and happily voted for him. I think the Arlco Bd would be well served by both Repig and Greenie Weenie representation.

The AquaSphere will be the next big PRCR charade. Both the Hedo Libs and the Country Club Repubs love getting naked in the water. Along with other adult aquatic activities.
